Thoughtcrimes - the story of exploitation of intellectual skills

Thoughtcrimes, 2003, is not a ficktion, exactly.

Protagonist will be an ordinary teenage girl, finds her life is never the same after her prom night when she starts to hear voices.
After eight years in soiltary madness in Brookridge Mental Hospital, diagnosed as a schizophrenic, a some Dr (Peter Horton) arrives and explains that she isn't crazy.
Good, really
people who are like her, are not crazy in every case.
The voices are not her imagination, she is telepathic. Doctor teaches her to control her ability and she is able to regain a somewhat normal life.

However, a truth is also that: National Security Institutions are intrested in paranormal senses, I know. In this movie they want to the protagonist to help them in the fight against the danger's to the country's security.
Teaming up with agent they attempt to foil an assassination plot, however she's been ordered not to reveal her powers to her new partner.
But the main think goes there, they in national security institutions are clear, how and what the spiritual senses are, and how these senses work.
They are interested in the ability to deprive people with a criminal, illegal under international law and human rights override operation.
Many of us desires to hear recognition of the U.S. for the Hague Court of Justice in support.
We never hear that.
