They are extreme wealth - but is the money really theirs? (no)

The big picture revealed by the Pandora papers is stark enough. 

Putin did not tame the oligarchs. Instead, according to Guardian, this leak indicates the existence of a new feudal system, where Putin's friends and KGB associates have been the principal beneficiaries. 

Some acquired huge paper fortunes of their own. The suspicion is this wealth is ultimately not theirs.
Are only journalists able to do so?
Basically, yes, they should increase the pressure on the Kreml.
